SRQARES formally adopts the Incident Command System (ICS) as its primary operating guideline for operations, planning, administration and logistics across all phases of emergency management.

SRQARES maintains communications links for use between local Incident Command Posts, and regional/federal EOCs via planned amateur radio frequencies. These operations, when formally activated, are conducted in accordance with the Unified Command concept to Mobilize, Track/Report and De-Mobilize in a flexible and adaptable manner commensurate with the scope of all emergencies.

SRQARES will utilize ICS concepts in all exercises that it initiates and for all public service events it participates in.
